Montano resigned after the new Tourism Secretary Bernadette Romulo Puyat has ordered an investigation of 320-million Buhay Carinderia culinary tourism project which was funded by TBP and was implemented without a public bidding. It was reported that P80 million was already spent in the project.
"Long before I assumed office, nandidiyan na 'yan, it's been a practice for 10 years," Montano said.
