The Consultative Committee (Con-Com) on Monday formally turned over a draft proposal regarding Sec. 4(c) of the Constitution. They handed the draft proposal to President Rodrigo Duterte, as he ( the President) tasked the Con-Com to propose a federal Constitution that will suggest the two highest officials of the land be elected as a team.
Con-Coms envisioned to usher a unitary system of government to a federal one, therefore a tandem voting of a president and vice president is such a requirement. Two of the highest position in the land shall be elected as a team. It the draft constitution, stipulated there that a vote for the presidential candidate shall also be counted as a vote for his vice presidential candidate.
This rules out future scenarios like the present, where the chief executive, Duterte, hails from a political party different from and opposing that of his vice president, Leni Robredo.
Under the Con-com's proposal, the vice president is required to be appointed as a Cabinet member, an appointment that does not need confirmation.
According to Con-Com, the vice president shall serve the remainder of his/her unexpired term in case the president shall be removed from the office, resigns, permanently incapacitated or worse- dies.
Under Section 9 of the same article of the proposal, in case the Office of the Vice President is vacated, "the President shall appoint a Vice President from among the Members of the Senate or House of Representatives who belong to the same political party or coalition of political parties as that of the President." This appointment would also require no confirmation, the proposal said.
