The Supreme Court (SC) ordered to abolish the issuance of then Justice secretary and now detained Sen. Leila de Lima granting herself the authority, with the issuance of Circular no. 41 preventing suspects and personalities facing criminal charges from leaving the country, whether it is for medical attention or others.
The SC finds the circular unconstitutional pertaining to De Lima's actions to stop former president Gloria Macapagal-Arroyo from leaving the country to seek medical treatment abroad while facing electoral sabotage charges.
The source said that the decision is executory, and no motion for reconsideration can revert the procedure.
