During his live interview, President Duterte said that the Republic is well and stable despite of the pockets of war fighting in Mindanao. He even said that the war can end within 24 hours by just simply bombing the whole place and level it to the ground. But since the country is in a civilized society and one of the members of the United Nations and Geneva Convention Protocol there are some rules to be followed. It will be hard for the President to have a least damage of collateral especially on the civilian troop since it is also his duty to save lives and protect the country.
