PDAF mastermind Janet Lim-Napoles facing five counts of the non-bailable offense of plunder case and numerous graft charges six out of the seven divisions of the Sandiganbayan related to PDAF controversy.
Albay Representative Edcel Lagman prompted Justice Secretary Vitaliano Aguirre II has no authority to place mastermind Janet Lim Napoles as state witness since she's not the least guilty of the crime in the multi-billion peso Priority Development Assistance Fund scam.
Lagman, probing Section 17 of Rule 119 of the Rules of Court on criminal procedure, in relation to Section 10 of the Witness Protection, Security and Benefit Act, “does not appear to be the most guilty."
