After six months of investigation, National Bureau of Investigation (NBI) Director Dante Gierran through Ombudsman Conchita Carpio Morales filed a plunder and graft complaints to former Public Works Secretary Rogelio Singson and former Budget Secretary Florencio Abad and 29 others on their direct involvement in the Road Right of Way (RROW) scam in General Santos City.
The Plunder case is based on rules of Forfeiture Proceeding under the violation of Section 3(e) of R.A. 3019 otherwise known as the Anti-Graft and Corrupt Practices Act thus, and be charge with administrative Grave Misconduct and Dishonesty.”
The P250 million graft case was exposed by Roberto Catapang Jr., now in witness protection program (WPP), once a member of the scam.
