Vice-President Leni Robledo reaffirmed Sen. Kiko Pangilinan that arresting loiterers is not a crime.She added that Loitering law violates human rights unless arrest is due to trouble like public disturbance.
While Kiko reiterates that the law of vagrancy was being abolished during the time of former President Pnoy, where Republic Act 10158 in 2012 that amended Article 202 of the Revised Penal Code.. Thus, in this time the order to arrest loiterer is illegal.
Robredo questioned the order of President Duterte “If they are not causing trouble to others, if they are not doing wrong, there’s no reason to arrest them,” she said.
