As former President and now Pampanga Rep. Gloria Macapagal-Arroyo replaced Davao del Norte Rep. Pantaleon Alvarez as Speaker, detained Senator Leila De Lima blamed President Rodrigo Duterte for the immediate "return to power" of GMA in the House of Representatives.
She added that the chaos and the shifting of trust and loyalty among in the Congress brought the former president as the "runaway winner" in this power struggle.
De Lima issued a resolution in 2004, a watchlist order to GMA hindering her to travel abroad, even seeking for medical attention.
