The former SBMA Chairperson Martin Diño, is now the Undersecretary of Department of Interior and Local Government (DILG) through Executive Order 42 duly signed by Pres. Duterte. The EO 42 was enacted on January 08, 2018 to put an end of issues and controversies between offices of Diño and SBMA Administrator. Thus, repealing the Executive order 340 signed by the former Pres. Arroyo on 2004.
The appointment of SBMA Administrator Eisma is a decisive act to end the feud between the two top offices, et al. the contradicting orders then that affected the agency’s operation.
Duterte noted that it “created confusion with regard to the scope of authority, powers, functions and duties of the Chairman of the SBMA Board and the Administrator of the SBMA that has adversely affected the operations of the SBMA, as well as of the numerous investors and locators therein.”
